Kaka, who spoke in Abeokuta on Wednesday disagreed with the proposed re-introduction of tollgates nationwide in 2012.
The lawmaker, who is a former Ogun State deputy governor, pointed out that massive rehabilitation and reconstruction of roads should rather be given priority by the government.
He argued that toll collections, the world over, were used for road maintenance and wondered why the Federal Government wanted to reintroduce tollgates on existing bad roads.
He noted that a recent report ranked Nigerian roads 191 out of 192 countries with high rates of carnage as a result of deteriorating roads.
The Senator said, “It’s a pity that we normally put the cart before the horse. Not quite long, all the tollgates in the country constructed with tax payers’ money were all demolished, wasting the resources used in construction.
“So, for anybody to contemplate putting the toll gates before putting the roads in motorable condition, then something must be wrong somewhere. Until we put all our roads in motorable condition, I want to disagree with the plan to introduce toll gates.”
He faulted the Federal Government on the planned removal of oil subsidy, saying the nation’s inefficiency and failure to improve the capacity of existing refineries had been responsible for the recurring debate on subsidy.
Kaka observed that if local refineries were functioning at optimal capacity, there would not have been the need to subsidise petroleum products.
He argued that out of the 18 private refineries licensed during the administration of former President Olusegun Obasanjo, none had taken off.
